Then get out your frigates and start catching miners in 0.4 space - just follow the dots and you'll find them and, with the new lock times/warp-jamming boost, you can easily hold down a battleship in a frigate long enough for a friends Scorpion to get a lock on him.
Remove sentries from 0.4 and you turn it into 0.0 space.
There's plenty of 0.0 space, already.

I think I made about 600k in tolls. Totally worth it. Notice we were all in cruisers at this time.
Rational, who is a noob with like 900k skillpoints caught a NVA indy and aquired about 110m tradegoods, which is nice because now I won't have to pay for all his stuff anymore.
Edit: Ah yes Joshua, if only people mined up here in Lonetrek. Trust me, as soon as a big dot pops up (which isn't often) we send an alt to investigate... but people never ever mine anymore. Might have something to do with insane NPC spawns guarding Kernite.

Try around Brin/Karjataimon - plenty of people seem to hang around there.

Seems pretty obvious to me that if CCP wanted 0.4 systems to be open to piracy then they would've done something by now to enable that.
There's plenty of traffic in 0.0 space but the problem is that if you attack people going into 0.0 space you're quite likely to **** off an alliance and find yourself outnumbered and pushed away.
I think there's no room in Eve for solo pirates anymore - you'll have to subsist on 0.0 space or not at all.

No.
They'll pick a direction behind you, warp to it, warp back to the gate at 60km warp-in distance THEN get you.
Or they may plant giant secures at your most common areas of assault at 60km range and use them to warp to.
Or they may load out a Scorpion with sensor linking equipment and just happily shoot at you from 60km anyway in power-Tempests until you get pwned so many times you become a laughing stock.
3 things and I only had to think for a second or two.

We've had a gazillion Bships warp in and shoot us from 60km... what's the point when we can just warp away?

Aren't you contradicting yourself now? Should they warp in with long-range Bships only to run away as soon as they leave warp? What a succesful operation! They must be proud of themselves.
No, I'm saying they were stupid for not taking the same opportunity as you to leave when things got too hot.
This is how I'd consider doing it.
1 Scorpion with 4 Tracking Enhancer/4 Remote Sensor Boosters.
4 Tempests, each with a Target Enhancer/Remote Sensor Booster boost from the Scorpion aswell as their own tracking cpu/sensor boosters (since they don't suffer the stacking penalty from the Scorpion), with 6 1400mm's all targetting and hitting the same ship might give them a good chance of hitting really very hard before the target gathers enough momentum to warp.
I've seen wrecking shots of over 1000 at ranges exceeding 60km so it's entirely possible you could get serious armour/hull damage from just one volley of 24 1400mm's.

j0sephine: Good points, all of them, but it's still a valid tactic against less well-organised pirates and, considering pirates' reluctance to do the SPVD-thing, I can't imagine these guys could organize an orgy in a brothel.
Not everyone would see the Scorpion as a threat at 60km.
Tempests could also skip the launchers and use shield transfer modules (aswell as Scorp) to transfer shields to whichever ship was targeted by the pirates.

Hmmmmmmmmmmmmmmmmmmmm. It depends on the situation, Jash.
Running them off is fine if you want to get an indy from A to B.
Destroying them is....tricky  Especially if the pirates simply leave when local builds up.
